Neil Road Senior Apartments
Neil Road Senior Apartments is a senior-restricted development, available to residents age 55 and above. All of the units will be affordable to seniors at or below 50% of area median income. The project consists of 58 units on a 2-acre site directly east of the Neil Road Community Center and adjacent to the Mariposa Charter School. CFA was responsible for land use entitlements, civil engineering, surveying, and landscape architecture.
Project amenities include a seating area on Neil Road with sidewalk widening and associated landscaping, trellis shade structure, shuffleboard court, tables, benches, barbeques, fountain, raised planters, promenade walkway, and perimeter walkways. Concrete surfacing is colored with patterned scoring. The landscape plan incorporates three existing Siberian Elm trees into the design for immediate shade in pedestrian seating areas. The interior courtyard includes formal plantings along the promenade and immediate patio areas. Plant massing and types will compliment the Spanish-style building architecture. The fountain, site furnishings, trellis design, and raised planters are all consistent with the Spanish theme.
Phase I of this project, which consists of 36 senior affordable rental units, was completed in June 2011. Phase II construction started in winter 2011 and a grand opening was held on October 4, 2011.

City Hall Senior Apartments
Award-Winning Project
City Hall Senior Apartments is a senior housing project located on a ±.68-acre site situated on the southwest corner of Wright and 5th Streets in Sparks. The project is a multi-family affordable senior housing project encompassing a three-story building with 42 apartment units. The site’s proximity to parks, shopping, services, and public transit make this an ideal location for senior housing. CFA was responsible for entitlements, civil engineering, landscape architecture, and surveying. A grand opening celebration was held in January 2010. This project was awarded the 2010 BANN-ER Award for Best Multi-Family Project and the Governor’s Award for Excellence in Energy Efficiency in New Home Construction from the Builders Association of Northern Nevada.

River Senior Apartments
CFA was responsible for civil engineering, surveying, and landscape architecture for this 55-unit senior housing project at the corner of Kuenzli Lane and Sutro Street in downtown Reno. This is an infill project with the site currently being used as a bus stop and parking lot. The grading raised the building pad above the 100-year flood level of the adjacent Truckee River.
Site amenities for seniors include an exterior patio with seat wall, shuffleboard court, picnic tables, benches, and raised planters. A bike rack is provided in close proximity to the Truckee River Bike Path, a multi-use regional bicycle and pedestrian trail. Site furnishings were selected to be compatible with the art-deco character of the building and are accessible for seniors and guests. The landscape plan preserved two existing mature mulberry trees at Kuenzli Street and emphasizes the art-deco feel of simplicity with elegant curves. The landscape exceeds the requirement of 75% low water use planting for the site. Curved rows of plants and use of rock mulches with a colored concrete header reinforce the art-deco feel along Sutro Street. Trees used on the site are larger than the required code sizes for screening between street and building, and illustrates commitment of the developer for a project of excellence. The site is in a special planning area requiring publically accessible pedestrian amenities equivalent to 1% of construction cost. These include additional landscaping of approximately 11,000 square feet, decorative fencing, colored paving at the entry, and benches along the streetscape edge. Construction began in late spring of 2010 and was completed in June 2011. A grand opening was held on July 21, 2011.

Virginia Lake Senior Apartments
Virginia Lake Senior Apartments will be constructed on a 3-acre site on the east side of Lymbery Street. The site is located in the Plumb Lane Crossing portion of the South Virginia Transit Corridor, and, as a result, it is subject to special development standards. Since the project is designed to comply with all of the standards, no entitlements were needed. The project will consist of 66 age-restricted, affordable rental units. CFA received authorization to proceed with final design in May 2011. Building permit submittal is scheduled for September 2011, with construction anticipated to commence in winter 2012. |

Aspen Terrace Apartments
Aspen Terrace Apartments is an affordable housing project located on a ±1.1-acre site at the northwest corner of Stewart Street and Kirman Avenue. The project consists of a three-story building with 42 units, which will provide housing for low and moderate income residents and support nearby employment centers and downtown Reno. CFA was responsible for the land use entitlements, site planning, preliminary and final civil engineering and landscape architecture, and surveying. A grand opening was held on March 12, 2009.

Mineral Manor
Mineral Manor is one of the largest and oldest projects that is owned and operated by the Reno Housing Authority. Lawn encompassed almost 8 acres of the site, which was watered by the tenants with hose and sprinklers. CFA prepared a master plan for a federal grant proposing a minimum 25% lawn area reduction, automatic sprinklers, accessible walkways, children’s play areas, and seating areas. Although the grant was not successful, there were funds to develop a first phase irrigation main line system and patios with pavers to replace the old concrete. This first phase on the project was completed in spring 2010.
Phase 2 design removed 70% of the existing lawn along the 9th Street frontage and replaced it with drought-tolerant shrubs and mulches. Drip irrigation was also installed for new tree planting, which was done by the Truckee Meadows Community Forestry Coalition. The second phase was completed in summer 2010.

The Willows at Wells Avenue
Award-Winning Project
The Willows at Wells Avenue is a multi-family development located on a 0.66 acre site at the northwest corner of Willow Street and Wells Avenue. The senior housing project consists of a three-story building with 39 units. The project is an infill development located within the Downtown Reno Regional Center Plan. CFA was responsible for agency approvals, civil engineering, landscape architecture, and surveying. This project was awarded the 2008 Governor’s Award by the Builders Association of Northern Nevada in the category of Multi-Family Homes.

Jeffries Apartments
Jeffries Apartments consists of 14 affordable apartments on a heavily wooded site in the Town of Mammoth Lakes, California. The project is part of the Town of Mammoth Lakes low income housing initiative. Project design included base mapping, lot line adjustments, preliminary entitlements, and final civil design. Site drainage impacts for quantity and quality were mitigated with underground infiltration. Construction was completed in the fall of 2007.

Main Street Affordable Housing
CFA provided civil engineering consulting services to Intrawest for this affordable housing development. The one-acre site is located on Main Street in the Town of Mammoth Lakes, California. This three-story, 23-unit development utilizes rockery walls, drainage swales, and hydrologic infrastructure (sedimentation pond, infiltration trenches, etc.) to meld the project with the natural terrain. CFA coordinated with the design team, utility companies, and local agencies to assist the client in meeting their development milestones. The project was completed in the summer of 2004.

Award-Winning Project
City Center Apartments is a 258-unit studio and one-bedroom apartment complex located on a 1.28-acre site in downtown Reno. The project provides an affordable housing opportunity for single or small households while simultaneously revitalizing an under-utilized site within the redevelopment area. CFA was responsible for agency approvals, final civil engineering and landscape architecture, and surveying. This project was awarded the 2002 DeBoer Excellence in Planning Award from the American Planning Association.

Courtyard Centre
Apartments
Award-Winning Project
Courtyard Centre Apartments is a 240-unit studio apartment complex in a previously blighted area in the designated redevelopment area of downtown Reno. The complex fronts onto Third Street and improvements were incorporated up to the railroad right-of-way. CFA obtained approvals and entitlements for the project and prepared the final civil improvement and landscape plans for the apartment site and the reconstruction of Third Street between Washington and Ralston Streets. Metering and capacity analysis studies on the Third Street sewer were required. In 2000 and 2001, this project won awards from both the American Planning Association and the American Society of Civil Engineers.

Montebello
Montebello is an 864-unit apartment complex in Northwest Reno located on the south side of Interstate 80 west of McCarran Boulevard. The project site consists of approximately 98 acres. The developed area encompasses about 50 acres and the remaining 48 acres is characterized by relatively steep slopes that were left undisturbed except for landscape pockets and erosion control measures. CFA was involved in this project from its inception with feasibility studies and entitlements through final civil and landscape plans, surveying, and construction staking. |

Vista Rafael Apartments
Vista Rafael Apartments is a 416-unit multi-family residential development located on the southwest corner of North Virginia Street and Parr Boulevard/Vista Rafael Parkway in the City of Reno. The project is located within the North Virginia Transit Corridor Overlay District and is designed to meet the Transit Oriented Development standards of the City of Reno. The development contains a mix of one-, two-, and three-bedroom apartments situated within seven building types. The property is located in a hillside area and the garden-style buildings vary in unit layout and quantity of units depending on the topography of the site. Buildings located on sloping locations feature three stories on the uphill side and four stories on the downhill façade. CFA was responsible for agency approvals, land use entitlements, site planning, preliminary and final civil engineering and landscape architecture, and surveying. The project is currently on hold due to economic conditions.

Promenade on the River
Promenade is an 84-unit independent, senior-living facility adjacent to the Truckee River near downtown Reno. CFA was responsible for government approvals, landscape architecture, and surveying. There was a minimal amount of civil design because this project was a conversion of an existing multi-level condominium complex into a senior living facility. Issues included parking and compatibility with adjacent properties.

Vintage at the Lakes and Diamond
Creek
Vintage at the Lakes is a multi-family residential project located on a 42-acre site on the north side of South Meadows Parkway in the South Meadows PUD. The project consists of 744 units arranged in approximately 40 two– and three-story buildings. The project was planned to be developed in two phases; however, the second easterly phase was sold to a different developer who converted the remaining 288 units into an affordable housing project. The affordable project, Diamond Creek, was extremely controversial, but was ultimately approved and constructed. CFA was responsible for entitlements, final civil engineering and landscaping, surveying, and construction staking.

Austin Crest
The Austin Crest Apartments is a 268-unit affordable housing project located on a 23-acre site situated on the north side of Interstate 80, west of McCarran Boulevard in Northwest Reno. The project was controversial and several modifications to the site plan and building elevations were made during the approval process. CFA was responsible for agency approvals, site planning, preliminary and final civil engineering and landscape architecture, surveying, and construction staking.
