Award-Winning Project
ArrowCreek is located on 3,272 acres in the Southwest Truckee Meadows. A majority of the property has unobstructed views, and the project has been designed to maximize these views. A total of 1,090 lots are allowed, and the land use pattern clusters the residential neighborhoods within enclaves created by the golf course fairways. Two, 18-hole golf courses are included - - the lower course is designed by Palmer Design and the upper course by John Harbottle and Fuzzy Zoeller. A golf clubhouse, a private swim and tennis club, and various civic uses are also part of the master plan. The civic uses include an elementary school, private middle and high school, fire station, neighborhood park, and regional trails.

CFA has been involved in the project since its inception in 1994, including entitlements and preparation of the Final Development Agreement, which was the first development agreement approved by Washoe County. In 1997, CFA and Robert Sader, Ltd., received the American Planning Association Award of Recognition for the ArrowCreek Final Development Agreement. CFA has been responsible for on-site and off-site civil engineering, which includes road-way design, extensive drainage and utility improvements, subdivision design, interface with golf course architects, and value engineering. CFA has also been responsible for all landscape architecture, including the golf clubhouse, maintenance building, swim and tennis club, ArrowCreek Parkway, and overall site planning. CFA received awards for the signage and landscape design at ArrowCreek from the Washoe County Design Review Committee in 2000 and 2001, respectively. CFA's staff also received an award in 1999 for Outstanding Achievement in Civil Engineering in the Community Development category from the Truckee Meadows Branch of the American Society of Civil Engineers.


   

Santerra
CFA was hired by Landmark Communities to work on this 1,160-acre master-planned community on the bluffs south and east of Interstate 80 in Verdi. CFA worked with Landmark and other members of the consultant team to create various land use alternatives that would be consistent with the densities and uses permitted by the approved Mortensen Development Standards Handbook. The proposed land uses include a mixture of residential, retail, business park, recreation, and open space. CFA participated in design charettes and provided input on infrastructure availability and costs, grading, drainage, and entitlement strategies. The project is currently on hold until the economy improves.

Ridgecrest
 

Ridgecrest
The Ridgecrest development is a master- planned community that consists of 2,000 acres in Elko County. CFA prepared the land use narrative to support the master plan. Proposed uses included single-family residential, office, commercial, theaters, and a hotel/casino. Approximately 962 acres were retained as open space, with recreation trails sited along drainage corridors. Two community parks are planned within the project, with amenities such as playgrounds, picnic areas, and horseshoes.

The project site has great views of both downtown Elko to the north and the Ruby Mountains to the south. Roads and land uses were planned to respond to topography, existing juniper trees, views, sun exposure, and soil conditions. Mapping utilized GIS information available through a variety of sources.

Cotoko

The 232-acre project is adjacent to the Ridgecrest site and utilizes the same roadway access from the Lamoille Highway. High density housing was proposed in conjunction with commercial along the highway edge. Medical professional uses were located at the northwest project edge, near the existing regional hospital. Single-family homes were proposed in clusters between existing juniper trees, with views to Elko and the surrounding mountains. Constraints mapping was prepared using GIS data and software. Display graphics of the final land use plan utilized AutoCAD and Photoshop.

Rosewood Lakes

Rosewood Lakes
CFA was the lead planning and engineering firm associated with the master planning, entitlements, preliminary engineering, final design, and construction phases for the Rosewood Lakes project within the City of Reno. Originally called the Jones Ranch, this 400-acre site included portions of the Steamboat Creek and the Boynton Slough. The original project was permitted as Brookside Lakes and included an 18-hole public golf course, 1500 residential lots, channel realignments and improvements, and wetlands enhancements.

The final engineering included working with the City of Reno in the development of the Rosewood Lakes Golf Course, wetlands mitigation and monitoring, channel improvements to Steamboat Creek and Boynton Slough, sedimentation basin design, and the extension of Mira Loma Drive into Hidden Valley. The project included 404 permitting through the Army Corps of Engineers and several Letter of Map Revisions from FEMA.

The project has been substantially completed for several years and has been considered a model project in public/private partnering, wetlands preservation/enhancement, and flood control improvements.

South Meadows Planned Unit Development
The South Meadows PUD is located in the Southeast Truckee Meadows and encompasses portions of the Double Diamond, Flindt, Pecetti, and Dotta Ranches. The first two phases encompass 331 acres and the third phase covers an additional 669 acres, for a total of 1,000 acres. At build-out, the project will include several million square feet of nonresidential development and 4,550 residential units. CFA was responsible for agency approvals, master planning, PUD design standards, preliminary and final civil engineering, surveying, landscape architecture, and on-going agency coordination. Initially, CFA worked for the Master Developer; however, as parcels were sold, CFA also worked for individual parcel developers such as Lockheed, Marriott, and Dermody Properties. Over the years, minor amendments to the PUD have been necessary and CFA has handled most of those amendments for the Master Developer.




St. James’s Village - St. James’s Resort and Conference Center
 

St. James’s Village - St. James’s Resort and Conference Center
St. James's Village encompasses 1,626 acres approximately 12 miles south of Reno, partially in Washoe Valley but extending westward towards the Mt. Rose Highway. The project consists of a 530-lot single family residential subdivision, with lots ranging in size from 1 to 1.5 acres. A recreation center is also approved, which may include tennis courts, swimming pool, clubhouse, volleyball courts, and picnic areas. Development is generally limited to areas of less than 15 percent slope and avoids certain locations such as visually exposed areas and stream environment zones. As a result of these considerations, an 890-acre area of permanent open space has been created. CFA was responsible for entitlements, preliminary civil engineering, surveying, and final engineering on several phases.



 

Keystone Community Church Campus
The Keystone Community Campus is located just north of North McCarran Boulevard and west of Keystone Avenue. The total site assembled for the development is approximately 105 acres in size and is characterized by hilly terrain and two major north/south trending drainageways. The campus includes the following elements: senior housing, community life center, worship center and chapel, office buildings, memorial garden, recreational amenities, and open space network. CFA was responsible for entitlements, PUD design standards, surveying, preliminary and final civil engineering, landscape architecture, and on-going agency coordination. Specific projects for which CFA was responsible include Leadership Parkway (a 5,200 linear foot roadway extension of Keystone Avenue) the memorial gardens, and the senior housing.
